4.Start a new life
4-1Foreigners registration
All foreigners who will be staying in Japan for over 90 days should register in the city, district or village with foreigner registration cetificate.
[ New registration ]
New registration is the first registration. Any foreigner should go to city hall or foreigner reegistration window within 90 days after arriving in Japan with his passport and two photos ( 4.5cm long and 3.5cm wide, no hat,just like the chart shows) to handle regisitration.( those who below 16 years old don’t need photos and their parents or relatives can take them instead to handle registration. In addition, When a Japan-born baby handles the registration, its father or mother should submit its birth application within 14 days and provide birth application handling certificate as a supplement data.

[ Registration certificate reissue ]
The registration certificate may be announced loss and reissued if it is lost or stolen. Please take the lost or stolen certificate issued by police bureau, passport, two photos to apply, following the same procedure as the first registration .
[ registration renewal ]
Foreigner’s registration stays valid within the period of time stated in the registration certificate. One should apply for renewal within the period of validity. One should takeforeigner registration certificate, passport, two photos to apply, following the same procedure as the first registration .
[ Return the registration certificate ]
When a foreigner returns to his country and will not enter Japan again, he should return the registration certificate to entrance examiners at the airport.( Those who have obtained re-entrance permit don’t need do this.)
If one has got Japanese nationality or dies, he or his family member should return the registration certificate to the city hall within 14 days.
[ Original Registration Certificate ]
One or his relatives may apply for the original registration certificate for the convinience of living or working. The relevant charge is 200 ￥ per copy. In addition, those who have made a code and ID card can also get from Automatic vending machine. Foreigner can go to the city hall to apply with Foreigner Registration Certificate.

4-2 Declaration is required on the following matters
[ permanent residence]
Permanent residence is a public document registering one’s name, birth date, spouse, relationship to parents, from birth to death.
Foreigners don’t need to register permanent residence, but those who was born in Japan have to declare.
[ Birth declaration]
A new born baby’s parents should go to the city hall to declare its birth with the birth certificate issued by the doctor and mother & baby health brochure within 14 days after its birth. Also take insurance certificate if want to join the health insurance.
Also don’t forget to declare to its embassy or general concil situated in Japan.
[ Death declaration ]
The relative or relevant people should declare one’s death within 7 days after its death. If the dead has joined health insurance, it will get the funeral payment from the insurance company in accordance with the relevant stipulations.
[ Marriage declaration ]
One should submit marriage declation to the city hall and may follow Japanese way to conduct marriage registration.
Foreigners should present following documents:
- passport
- marriage qualification certificate ( usually issied by Embassy )
- birth certificate and Japanese translation copy
- original registration as a supplement
[ divorce declaration ]
One should submit divorce declaration to the city hall and may follow Japanese way to conduct divorce registration,however one has to confirm to the city hall.
In addition, one should revise the registration certificate when he or she gets married or divorced.
When one submit application for birth, death, marrige or divorce to Japanese government, he or she should submit necessary declaration to his ir her embassy at the same time.

[ Seal registration ]
Personal seal may be used on agreements when purchasing cars, real estate etc to express personal will. In order to make a seal legal, one should register in the city hall.
One may handle seal registration application in the city hall, city people department or city people center with foreigner registration certificate and the seal to be registered.

4-3 tax
Foreigners also have the obligation to pay tax.
Taxes include nationall tax, county tax and city tax.

For county tax information, please call county tax office at 30-1012.
[ City tax ]
City tax includes city people tax, fixed asset tax, city plan tax, light duty vehicle tax etc.
[ Citizen tax ]
City people tax and county people tax are combined as citizen tax and are collected together.
- Tax payment method:
Citizen tax is collected from citizen in the city on January 1st each year. The tax amount in calculated in accordance with the total income of previous year. Those who omly have salary income, their employer should present the salary payment report to the city hall on January 31st each year while tha mayor will decide their tax amount in accordance with laws and other stipulations. The tax amount notification will be sent to citizens through their employer before May 31st each year.
Those who have income through their property or real estate etc should present declaration report to the city hall before March 15th each year while the mayor will decide their tax amount. The tax payment notification will be sent before the middle of June. In addition, for those who have only salary income, if their employer has not been appointed as special tax collection volunteer,( namely appointed by the mayor to deduct their citizen tax directly from their salary) they should do as those who have income through property and real estate to receive the tax payment notification before the middle of June. - Tax payment method:
Those who only have salary income, if their emplyer has been appointed as special tax coolection volunteer, their citizen tax will be deducted from their salary each month. The other people should pay four times each year in accordance with the tax payment notification sent by the city hall. The payment can be done through bank transfer or mailed through post office. - When going abroad:
Those who have lived in Japan for over one year, if they happen to go abroad before their annual tax amount being decided, they should name someont to handle their tax payment or pay tax in advance. For those who have income except for their salary, their tax amount usually will be decide before the middle of June
These are taxes collected on land and houses etc. Those who ownland or houses on January 1st each year should pay these taxes. The amount of tax will be appraised by “ Fixed asset appraiser” and based on the appraisal, the mayor will decide their tax amount.
- Payment method:
The city hall will send the tax payment notification while the payer should pay in four times through bank transfer or post office.
This is a kind of tax collected from thiose who owns bicicles with engines and light duty vehicles. Please note: Please handle residence revision etc when one move to other city or foreign country.

4-4 Children education
[ Education system ]
In Japan, school system is composed of compulsary education primary school (6 years), non-compulsary education high school (3 years) and univiersity ( short-term 2 years and ordinary 4 years). School term starts from April to March of the next year.
[ Enrance of primary school and junior high school ]
Foreign residents don’t have the obligation of schol entrance, however those who have reached the schooling age can enroll in primary or high school.

[ Entrance of senior high school ]
Those who want to enroll in senior high school should pass the entrance examination, reach a certain age and finished a certain education courses. For detailed information, please consult with the senior high school you hope tp enroll.
4-5 Kindergarten
Kindergarten is for children over 3 years old while not old enough to go to primary school.All kindergartens in the citry are private. Please apply direcltly to the kindergarten you hope to enroll.
4-6 Babysitter
ursery is for those who have no time to look after their babies dut to the reasons of working in the day or health problems etc and takes care of the children who are not old enough to go to primary school.
The nursery charge is decided in accordance with the guardian’s tax payment.

4－7 Garbage treatment method
The classification and treatment of garbage varies in different places,please do in accordance with the stipulations of different places.
This city ppromotes the reduction and reuse of garbage in order to construct recycling society. The people are very attentive to the garbage problem and cooperate in the classification and collection of garbage.
